3 Greens Bicycle Geng

A great ride this morning with lots of new faces to our 3 Greens Bicycle Geng outing… at the MPSJ Kayuhan Mesra 2011( 3rd and Final series ) to which all managed to successfully complete the 13km route round USJ.

As the next USJ ride will only be back in November, several months away, we will try to organized some longer distance cycle rides of our own to which our Committee President, Andy who is also our USJ 3 JKP representative will try to get support from local council possibly in terms of motorcycle outrider assistance.

Note that this will probably only be possible if our group is large enough; so do invite your neighbours, friends and relatives to also join in our activities.

PS : 3 Greens Bicycle Geng consist of a group of residents and friends who enjoys cycling at an easy and leisure pace on most nights as well as doubles up for patrol duty around our GnG neighbourhood. MPSJ Cycle for a Healthy Life this coming Sunday

Get your legs and bikes ready for this coming Sunday’s ( June 26, 2011 ) MPSJ Kayuhan Mesra event. This will be the final cycling event of 3 hosted by MPSJ since April.



The last two events was attended by more than 100 cyclists ( all bicycles, race and age ) having full and safe ownership of USJ Streets courtesy of MPSJ, Bomba and Police officials. Reminder : All participants must wear Bicycle Helmets

As usual, we will be meeting at USJ 3/1 Padang at 7am ( SHARP ) on Sunday morning; to which we will make our way to MPSJ Stadium for the start of the event at 7:30am. The route will be approx. 13km ( see map ) and the event will be over by 9:00am.

USJ Family Day - June 11, 2011

There will be performances, games, food and many more events planned. Early birds will get goodie-bags. There are limited numbers so it will be given out on a first-come-first serve basis. See you there!

What happens when a G&G fails

Our collection is slow and while we may be having relative serenity within our area with almost no reports of criminal activities, all other areas ( non GnG )around us have been reporting theft and break-in cases. I remember the time before our GnG was up when we were experiencing almost 10 criminal cases a month. Our GnG keeps us safe but let's not take it for granted.

Here is an extract from SJ Alert:-

This happened in USJ26 from a resident called Akil. He lamented that crime has returned to his neighborhood since the G&G stopped due to the non-cooperation of the residents there.

Akil's remark

We had a break-in at our neighborhood yesterday between 4pm and 6pm during the heavy thunderstorm. The owner left the house at 4pm and returned around 6pm to find gate and door ajar. A suspicious silver MPV was seen leaving in a hurry when the owner returned with some tools used for breaking into the house, left behind. The owner reported the incident to the Police.

This is the THIRD (3) case since GnG stopped due to some residents apathy. And the thieves knows this and are targeting USJ 26. They being "professional", will always choose a time when we are most vulnerable for example:

1) Heavy rain, so even if the alarm sounds, no one will take notice.
2) Weekdays when no one is at home
3) Power failure (when CCTV and alarm not working)

Looking at the pattern…the guard can only serve as a deterrent….

And this was the case for the 2+ years crime free neighbourhood (while we had GnG implemented)

For those who don’t believe in GnG, IT WORKS……..

Hopefully, with these incidents, the residents at USJ26 can start to cooperate again.

MPSJ Cycle for a Healthy Life this coming Sunday

MPSJ will again be holding their "Cycle for a Healthy Life" ride this coming Sunday ( May 29, 2011 )

Last month, more than 150 cyclist of all races, age and bicycle types took part in what can only be described as a very well organised event and fun for all who attended. Safety helmets are compulsory.

MPSJ, Ambulances and Police staff was stationed along the entire cycling route of 15km to direct traffic and lend assistance to cyclist. A patrol vehicle is available to fetch riders and their bikes to the starting point if neccessary.

Interested residents and friends are invited to join in. We will be meeting at 7:00am sharp at the USJ 3/1 Padang and moving as a group towards MPSJ Stadium for the start of the event at 7:30am.

Beware! Serial Acid Splasher strikes

Copies of the above suspect picture will be distributed to our Security Guards!

Here are some preventive guidelines was posted on another website which you may want to read about.

Always walk facing against the traffic: So that the serial acid splasher will not attack you from the back. Besides that by walking against the traffic you will have a better chance of avoiding anyone who looks suspicious to you.

Avoid walking by the side of the road: If possible don't walk at the side of the road at all if it is unnecessary. You will be exposed and make yourself easy target for this serial acid splasher. Walk near the building where there are crowded people.

Always bring along an umbrella: This might sound crazy...but I suggest that you bring along a huge umbrella with you. So whenever you see someone suspicious approaching you, immediately open that umbrella to shield yourself from any possible attack. Yes! Just open it even though it is not raining. Best of all use the umbrella all the time. Moreover your umbrella can be a potent weapon for you to defend yourself in dangerous situations.

Inform the police of any suspicious motorcyclist: Banking on our lazy and inefficient Malaysian police alone is not enough. So the moment you see anyone riding a bike with dark complexion and looks suspicious...immediately take down the number plate and inform the police to come over as soon as possible. Who knows? Your information might lead to the nabbing of this serial acid splasher!

Put on more clothes: I know the weather is scorching hot right now. But putting on an extra jacket or vest might buy you some time to escape the devastating acid if *touch wood* you are being splashed!

Don't go out at all: No matter where you go, try not to walk...at all. If possible don't even go out if you don't have any transport, preferably car. It doesn't matter if the sundry shop is only 50 metres away from your home...you don't want to risk being splashed with acid right? So ask your parents, husband or other family members to ferry you around if you can.

Use as much water as possible: Water is the best remedy to counter the corrosive acid. The moment someone is being splashed with acid (either it is you or other victims), pour as much water as possible onto the affected body parts especially the eyes. Keep on pouring a large amount of water to dilute the acid. Keep on doing this until the acid has been diluted and washed away. So I suggest all of us to bring a water bottle all the time.

Gotong Royong 2011 Pictures

The Gotong Royong last weekend was a success, nevertheless it would have been super if more committee members and street representatives had participated. Thanks to some of our residents who came with their family to participate in the G.R.



Also thanks to our Chairman, Mr Andy Lam, who managed to get some funds from the MPSJ and also MPSJ provided disposal services of the rubbish and branches which were trimmed off from some of the trees.

We also managed to erect back part of the damaged fences along USJ 3/1. If any of you drive along USJ 3/1 you will notice the place and the drains are much cleaner.
We could not cover more area due to lack of manpower.

Once again a big thank you to all members and residents who volunteered to participate in the G.R. To all committee members & street reps who did not turn up you missed an opportunity to participate in a wonderful community activity. Hope we do better the next time or in the next event.

USJ 3/1 Gotong-Royong 2011

Dear Residents,

This year's Gotong-Royong agenda includes clean-up activities around the padang, painting of the guardhouses, removing illegal banners/advertisments, etc.

Do bring along your garden tools and cleaning tools (cangkul, parang, spades, etc) if you can. Garbage bags and mineral water will be provided.

JKP3 USJ Family Day - June 11, 2011

JKP3’s Family Day is back - June 11. It will be held from 5pm to 10pm with the theme “Loving Our Community, Caring for Our Environment”.

This year’s main attraction will be Hot Air Balloon rides, right at our very own MPSJ’s Stadium in USJ5. Just like the first family day, we will be offering 500 goodie bags to the first 500 families. Last year it was all snatched up in one hour, so make sure you get there early this year.

Among the attractions on the cards this year is a Bouncy Castle for kids (free of charge), face painting, sand art, fun fair, tele-matches for kids, free football clinic by Brazil Football Club, demonstration by Bomba, Free Health Screening, lots of interesting food stalls and a flea market. Many more plans are in the works for more activities.

We are looking for the community to participate in a few ways:

1) Run a stall in our “marketplace” – be it selling food, drinks, clothing, craft, services or just about anything legal you can think of;

2) Perform on stage – we will be running local performances from 7:30pm right up to 10pm, and will be getting a good sound system in place for this. If you’d like to showcase your talent, this is your chance;

3) Sponsor – This family day’s budget is approximately RM50k, and is being raised mostly from sponsorship in cash and kind;

4) Help out in running the show – one of our greatest achievements in last year’s family day was nearly 100 volunteers from all over USJ (and some Subang Jaya) pitched in to make it possible. Great teamwork, great results, great satisfaction.

Upcoming Plans for Zone 3

For those of you who read Sarawakian’s column in this paper (if you’re not, I’m doing free advertisement for him), a constant complaint of his are the problems in Taipan – broken drain covers, filthy drains, restaurant food preparation, etc –I, as your representative to MPSJ, totally agree and share your sentiment. As I push in council meetings for improvements on this, I hope we can join hands together in making a difference.

Firstly, please do your part and don’t litter. Next, join me in voicing this to the Yang DiPertua (Council President) who is the head of the administration of MPSJ, as he heads the respective departments responsible for maintaining the cleanliness and infrastructure in our beloved Subang Jaya. You can also make complaints (it’s easy to do this online or via the hotline) to MPSJ, that gives a show of strength of our desire for improvement of service and concern for hygiene.

While I’ve talked about plans for zone 3 in my column in January’s edition of SJ Echo, the latest and biggest plan in the pipeline today for zone 3, is to convert the last remaining piece of vacant public land into an urban forest. This would entail a walking/jogging path, forest trees, possibly an exhibition farm and complimentary facilities. I’m glad the Town Planning and Landscape departments are working towards this, and we aim to do a public presentation before moving towards its development (possibly early next year). The design works in underway now.

Break in at USJ 3/3

Dear All,

My friend's house was broken into last night at around 10.20 pm in
the USJ 3/3 area. 4 Indian guys dressed totally in black and wearing masks
and gloves scaled her wall and prised up her inner grille gate. Shocking!

She and her husband were upstairs while her 12 yr old son and maid were
downstairs. Her son heard the sound of the robbers breaking in and ran
upstairs but the robbers were so fast. One held a parang to my friend's neck
while another held a sword to her husband's neck. Fortunately, after taking
their jewellery, money, laptop and handphones, they left. No one was
injured.

OPS PAYUNG ii Launched

SUBANG JAYA police will now be noticeably present even in the night with the debut of Ops Payung II, with our men in blue spotting new umbrellas equipped with beacon lights and night lamps manning their static stations.

The introduction of the new equipment will allow the police to operate into the night at hot spots in Subang Jaya, creating omnipresence in the community, according to Subang Jaya OCPD ACP Zainal Rashid Abu Bakar.

“The umbrellas with a blue beacon light and night lamp will operate until midnight when called upon. It will complement our existing 20 umbrellas used during the day.”

“Seven sets which include a table and a chair each will be mobilised immediately. It will also be used for manning road blocks,” Zainal said at the launch of the new umbrellas and also the meet-the-community session in front of Restoran Man Selera in SS15 recently.

He said the umbrella units will be used as one of the platforms for the public to interact with the police wherever they may be stationed.

The first phase of Ops Payung, the brainchild of Selangor Police Chief DCP Dato Tun Hisan Tun Hamzah, was launched in November last year. The umbrellas from the first phase were provided by Sime Darby Property Berhad.

“The crime rate in Subang Jaya has dropped tremendously thanks to the cooperation and assistance from the public.”

“This success would have been impossible without the community’s help,” Zainal said, adding that even the restaurant owner came forward to sponsor the refreshments for the launch when he was told the launch would be in front of his shop.

He paid tribute to members of the Voluntary Patrol Unit of Subang Jaya, comprising mostly senior citizens who diligently patrolled Subang Jaya and USJ during the day, creating a presence which helped deter attempts to perpetrate crime.

Local authorities to take over Alam Flora’s cleaning work

THE cleaning work that has been carried out by Alam Flora Sdn Bhd will now be taken over by the nine local authorities in Selan-gor. Mentri Besar Tan Sri Khalid Ibrahim said the state government had decided that Alam Flora would only be in charge of garbage collection, while local authorities would do the cleaning work. The local authorities will now clean drains, fields and roads, said Khalid after the Selangor state monthly meeting yesterday. He said this was important because local authorities had been receiving many complaints on cleanliness. Khalid said the state government was planning to spend about RM200mil for cleaning work. “The local authorities will have their own workers and if need be they will give out contracts for cleaning projects,” he said. Khalid said the decision was not due to Alam Flora’s failure to deliver, but he felt that they could not handle everything by themselves. “If they only focus on garbage collection then it will be easier for us to know what their job specialisation is,” he said. Khalid said Alam Flora’s role as coordinators by using contractors must be reduced and they had to be directly involved with the tasks given. “About 10 years ago, all these tasks were done by the local authorities. Now we are reverting to the old way. Alam Flora’s initial role was only to deal with garbage collection and disposal,” he said.

MPSJ to promote cycling for health

AS PART of an initiative to promote a healthy lifestyle, the Subang Jaya Municipal Council (MPSJ) will be organising the Cycle for a Healthy Life MPSJ 2011 programme.

“Cycling is becoming popular these days, but most people do not have a chance to cycle properly as traffic on roads can be dangerous,” said MPSJ acting president Abdullah Marjunid at a press conference recently.

“This has made most people limit their cycling to housing areas or parks. “By having this programme, we’re giving an opportunity to participants to experience riding on the streets, with proper safety measures implemented,” he said. Ready to ride: Abdullah (in red, on mountain bike) and cycling team members all geared up for their first ride.

He added that apart from promoting a healthy lifestyle, it would also help foster unity and raise awareness on pollution caused by motorised vehicles. The activity will be held on every last Sunday of the month, incorporating a 10 to 15km route, and is open to participants aged 12 and above. The first event will take off from the MPSJ Sports Complex in USJ 5 at 7.30am.

“For the first three months from April to June, we will be having the activities at Subang Jaya constituency, followed by Kinrara, Seri Kembangan and Serdang,” said Abdullah. Interested participants need only show up with their bikes at the venue as no registration is required. Currently only roadbikes and mountain bikes are allowed.

Participants must also wear safety helmets and proper attire. “Staff will be stationed along the cycling route to direct traffic and lend assistance to cyclists. “If participants get tired halfway, there will also be a patrol vehicle to fetch the riders and their bikes to the starting point,” said Abdullah.

Lending their support to the programme are former national cyclists M.Kumaresan and Musairi Musa, who will be joining the event along with members from cycling clubs around Selangor, including the MPSJ Cycling Club, Ciclista Cycling and Bukit Jelutong Cycling Club.

Subang Jaya - A Township of Rubbish!

Indiscriminate dumping of rubbish is becoming as rampant as illegal buntings and banners popping up overnight. SUBANG Jaya is fast becoming a township littered with rubbish no thanks to irresponsible house owners who throw their rubbish anywhere they deem fit and made worse by inefficient rubbish collection by the authorities. Almost every main road or neighbourhood roads are littered with rubbish from the home – old sofa sets; old cupboards, car tires; tree branches; kitchen rubbish; and a lot more bulky items which residents are not willing to pay the cost for disposal. In most, if not all the cases, the rubbish is not thrown outside their own compound but onto neighbouring roads. Some blame it on ignorance of the fact that they have to pay for the disposal of such items while others argue that it is the Subang Jaya Municipal Council’s duty to dispose of it for them. The cost to remove bulky waste in 2010 was a whopping RM302,000 according to MPSJ.

Selangor state exco for tourism, consumer affairs and environment Elizabeth Wong who was asked to comment on this said, “It's not rocket science. It confounds me why Malaysians continue to indulge in indiscriminate and illegal dumping of waste when services are available. Every time someone throws out rubbish at public areas and roadsides, it's additional costs to the residents and ratepayers of Subang Jaya.”

ADUN Subang Jaya Hannah Yeoh said MPSJ was in a transitional stage where there may be a change of contractors for rubbish collection. “The collection has not been regular, even though there are two people supervising the rubbish collection, which is MPSJ’s Urban Services director, and a supervisor from Alam Flora.” “I believe that there is a lack of supervision in this case. By right, supervisors should be more proactive and make checks on their workers’ progress on ad-hoc basis, and not waiting for the public to alert them about this,” she said. Hannah said it was MPSJ’s job is to provide these services. Many residents complain that leachate from Alam Flora’s garbage trucks leave a trail on the road, stinking up the whole stretch. She said MPSJ should place someone in areas most likely to face illegal dumping to catch the perpetrators. “I don’t buy into their excuse that they lack manpower to carry out these duties. Also, people who are caught should be slapped with a stiff fine to deter them and others from following suit.” Hannah said there was an urgent need to educate residents and this could easily be done through dissemination of information via leaflets. “Residents should also play their part to take photos of people dumping by the roadside and alert MPSJ immediately,” she added.

MPSJ councilor for JKP Zone 4 Roslan Shahir said he had received complaints about illegal dumping, especially those that involve dumping of construction waste in residential areas in USJ 1. “There was also once that they dumped the construction waste in front of Rumah Amal Cahaya Tengku Ampuan Rahimah, which is dangerous and hazardous for the orphans who live there.” “I find this is irresponsible because MPSJ has to fork out the budget to clear it up. We are planning to build barricades to ensure that lorries will not find it easy to enter the area to dump the waste. I’m also urging residents to snap photos of lorries who passed by to identify the culprits,” he said, adding that the council had put up a billboard along Persiaran Kewajipan offering a RM500 reward for photos taken of the culprits.

MPSJ councilor for Zone 1 Dr KM Loi said there was no reason for indiscriminate dumping as MPSJ provides collection of special waste for a minimum fee of RM250 that will be included the assessment fee. “MPSJ needs to be clearer in laying out their policies when it comes to bulky items although it is not included in the by-laws when it comes to waste management. To circumvent this problem, MPSJ should include it in Alam Flora’s contracts if they want to provide better services to the residents,” he said. Fire at USJ 3/1G

Recently, a fire broke out as a result of a electric water pump at our chairman, Andy Lam's house on USJ 3/1G. Luckily his maid alerted him via his handphone, which prompted him to seek assistance from his neighbours. Our vice-chairman, Darren Ooi was one of those who came and brought along his portable fire extinguisher which was put to use and possible slowed down the fire long enough till the fire bomba arrived about 20mins after they were alerted.

Luckily noone was hurt and the damage was minimal. From this incident, we learn that it is most advisable to be prepared and hence Andy had taken the liberty to source for quotations of certain fire fighting equipment which we feel may be good to have on hand in case of such events. See below:

There will two different task will be carried out ;

1. MPSJ will be fixing lamp with the bracket on every post which dun have any lamp now. But, when it come to numbers of lamp, its still depend on MPSJ decision. They might not fix too many lamps at a same place. As their concern, excessive light intensity can give bad effect on environment (eg. Plant growth). As I understand, they will brighten up the place.

2.TNB will be replacing all the old 70W to 100W. There will be no more 70W bulb can be seen at your area once this task done :)

For your information, MPSJ are working with TNB to fix street light on every post at USJ 3 area soon. We have done all the cost estimation of fixing street lights and forwarded it to MPSJ personals. It's staging at application process now.

The existing street lights at USJ3 area are using 70W bulb. We are in the midst of replacing all the 70W bulbs at Subang Jaya to 100W which will be more brighter. We will replace 70W bulb at USJ 3 in three weeks time

RM500 reward for info on garbage dumping

THE Subang Jaya Municipal Council (MPSJ) is offering RM500 to anyone who can give information that leads to catching the culprits behind the garbage woes in USJ 2.

Recently, StarMetro reported that rubbish including waste such as broken sofas, chairs and unwanted household items could be seen dumped in various spots.

Resident Siti Hajjar, 52, believes that this is the work of outsiders because she had seen a truck unloading sofas and other items by the roadside once.

She claimed that a truck comes to collect the items but has not seen it for a month now.

Another resident Satwant Singh, 66, said the residents were also contributing to the mess by throwing their rubbish far away from their houses and not in their own bins.

MPSJ blames the situation on the lack of responsibilty and concern of residents over the cleanliness of their area.

Dog Found at USJ 3/1F

While on bicycle patrol last night, we came across a small dog wandering weakly around bend of Jalan USJ 3/1F. It look like a black and silver Miniature Schnauzer ( possibly mixed ). Rather than leaving it on that particular stretch of road where cars frequently pass... I brought it home and fed it.

Residents of Subang Jaya and USJ can now call their own neighbourhood policeman on the latter’s mobile number for emergencies or enquiries, an extension of the community policing campaign launched by the police district recently.

Subang Jaya OCPD ACP Zainal Rashid Abu Bakar said policemen were going around meeting residents to distribute sector cards which contain the name and mobile phone numbers of the police constable in charge of security of a particular area.

The sector cards are similar to a name card, according to ACP Zainal.

“Subang Jaya has been divided into smaller areas or sectors and is supervised by one or two constable rank policemen.”

“Residential areas will be our first target. It is our intention to encourage residents to know the personnel who monitor their area,” he said.

ACP Zainal said with the calling card, residents could call the personnel on duty any time and make reports or complaints about suspicious activities in their neighbourhoods.

Break-In at USJ 3/1B

A house break-in occured yesterday at Jln USJ 3/1B. It was discovered by the next door neighbour at about 11am today when she went over to feed the fishes as the house owner were overseas for a duration of 5 days.

The thief had possibly climbed over the gate and broke the grill door hinges were the padlock was and force his way thru the wooden door. The house was not equipt with an alarm system which made it easier for the thief. While noticably, none of the electrical items such as flat screen tv, computers and laptop were taken, the house was totally ransacked. Not sure of what was taken as the owners ( who had been immediately informed ) were only now on their way back from the holiday.

The neignbour informed the committee members at 12pm and we were on hand to call the police patrol who promptly responded and they went in and did a quick survey.

Neighbours are advised not to take for granted the fact that our area has been free of crimes for the past 1 year since we became guarded and gated. Despite the guards patrolling every hour, coupled with the resident bicycle patrol every night, do note that despite all this precautions, they remain only preventives and deterents against criminal activity in our neighbourhood, and not a 100% guaranteed especially when professional thieves have your home targeted. Note the following advice by the Police Dept.

1) Get to know your neighbors.
2) Engage with the community.
3) Inform your neighbors/ Resident Committee members if you are out of town.
4) Do not leave junk mails and newspapers uncollected.
5) Switch on light in your porch each night and leave a light in your house on when outstation.
6) Report to the guard or Police if you notice any suspicious characters
7) Arm your alarm system ( if you have it )

Termination or Continuation of our Guarded & Gated Scheme

Dear Members/Residents

Following the meeting held yesterday, 16th Sept 2010 which was attended by 120 residents (out of a total of 390 residents in our USJ 3/1 community), the committee and street reps have further deliberated and have decided as follows:-

a) To continue the scheme for another one month and if collection is inadequate, to terminate the scheme.

b) As unanimously agreed by the residents at the meeting, collection will be for a 6 months payment basis (i.e. RM 60.00 X 6 months = RM360.00). All outstanding arrears if any must also be paid up.

c) By 16th October 2010, if the overall collection is sufficient the committee will continue with the scheme. Otherwise, the scheme will be terminated.

The committee reached the above decision after considering the following

• Residents at the above meeting expressed their support for the continuation of the scheme. However, the committee and street reps in volunteering their time & efforts have been facing difficulties in collection and lack of funds to pay the security company.

• In the event of termination, any reinstatement (if it would ever happen) will be subjected to new governmental regulations which require all the fences and the boom gates to be dismantled. This will severely undermine the physical effectiveness of the scheme.

In this regard, the committee has resolved that members/residents must also co-operate by delivering their cheques to their street reps (please drop envelope into their mail box). To facilitate payment, we will be enclosing your accounts statement/payment slip for you to submit together with your cheque.

We sincerely hope all members and residents will standby with one another to collectively help in sustaining this worthy initiative for the safety and security of our community at USJ 3/1.

Approved Guidelines for Gated and Guarded

Guidelines for gated community (GC)

* The common property including the roads in the GC scheme is private and it must be maintained by the residents through the appointed management corporation (MC);

* The construction of any fencing or wall separating the residents of the GC and non-residents is now allowed;

* The construction of the wall or fencing surrounding the GC area as a border between the GC area and non-GC area is allowed but it should not be more than 2.75 metre;

* A social impact report must be provided by the developers of the GC as stipulated under the sub-section 21A(1A) of the Town and Country Planning Act 1976;

* There must be at least two entry and exit points for GCs as stipulated under the Uniform Building Bylaws 1984;

* Special areas for utilities such as electric, telephone, water, gas and sewage connections must be at least placed 2.5 meters within the GC area to enhance the service and facilitate the maintenance.

Guidelines for guarded neighbourhoods (GN)

* GN is allowed only in town areas, especially in areas with high crime rates based on police records;

* GN is not allowed in areas with public amenities such as schools, mosques or public halls, and in areas where public transportation routes are located;

* The local councils can determine the number of housing units for a particular GN for better management;

* The size of the guardhouse should not exceed 1.8m x 2.4m;

* The security guards employed by the residents' association (RA) must be registered with the Home Ministry;

* Any reversion of the GN to its former status (without having guards) by the RA must be made known to the local councils.

A gated neighbourhood can only be set up with the approval of 51% of the residents, said Housing and Local Government Minister Datuk Chor Chee Heung.

He said perimeter fencing and guard houses would not be allowed to be built under the new guidelines for gated and guarded neighbourhood schemes.

He said the local authorities have the right to tear down the fencing and guard houses which caused inconvenience to residents.

Deputy Prime Minister Tan Sri Muhyiddin Yassin recently said the guidelines - which were approved and endorsed by the National Council for Local Government - would be imposed with immediate effect on new applications.

Existing gated communities and guarded neighbourhood schemes are exempted.

Safer Crossing

OWNERS of advertising signboards on pedestrian bridges will be instructed to relocate their signboards to the rooftops of bridges, a measure the Subang Jaya Municipal Council is taking to make pedestrian bridges safer.

MPSJ president Dato’ Adnan Md Ikshan said the council will write to all the owners of pedestrian bridges across major highways such as Kesas Highway and the New Pantai Expressway to have their signboards which presently sit parallel to the railings relocated to the rooftop.

“The pedestrian bridges were built by the highway concessionaires and are owned by them. Because of public safety, we want to cooperate with us to relocate the signboards and also install proper lighting along the bridges.”

“MPSJ will look into having CCTVs installed on the pedestrian bridges after we discuss this with the police,” he said, when asked to comment on immediate measures to be taken following the tragic death of kindergarten teacher Leong Lai Yoong at the hands of a snatch thief along an overhead bridge in Sungei Way last week.

Selangor Police Chief, Deputy Commissioner, Datuk Khalid Abu Bakar said the police will recommend increasing CCTVs in crime prone areas in the State including on pedestrian bridges.

“Lighting along pedestrian bridges needs to be looked at. Signboards which block the walkway of the bridge need to be removed.”

“We will monitor pedestrian bridges closely to deter any incidences,” he said.

ADUN Subang Jaya Hannah Yeoh who received a briefing on the incident from Bandar Sunway officer in charge of station Inspector Muniandy Rethiah said MPSJ should look at installing CCTVs and enhancing the lighting at bridges.

“MPSJ must relook its policy on advertising billboards on bridges and also get the highway concessionaires to comply with its decision,” she said.

Hannah said more police presence and successful prosecution of snatch theft cases need to be highlighted.

“Snatch theft cases must not be treated as petty crime,” she added.

Eyes and Voice from Above

IF you hear a voice from “above” the next time you are at SS15 in Subang Jaya or Bandar Puteri in Puchong, chances are there’s a crime, immoral activities, illegal motor races or even littering being committed nearby.

Twenty four hotspots in SS15 and Bandar Puteri have been equipped with CCTV cameras and loudspeakers, according to Subang Jaya Municipal Council president Dato Adnan Md Ikshan.

He said the camera project was allocated by the Housing and Local Government Ministry while the police selected the spot for the cameras.

The loudspeakers can be used to set off a siren or the voice of the officer manning the operations centre at either the USJ8 police station or at MPSJ itself.

Besides recording criminal activities, Adnan said the cameras would also pick on litter-bugs where an officer’s voice would be blared out from the loud speakers to tick off the culprits.

So the next time you think of doing something that flouts the law, think again! You might hear THAT voice.

Important Announcement

Dear Members of the Persatuan Penduduk USJ 3/1, & fellow residents of USJ 3/1,

We commenced our Gated & Guarded Scheme at our area (USJ 3/1) in September 2009 and have been successful in the prevention of crimes to a great extent. Syabas, to all the members who have contributed for the infrastructure and the services of the guards. We have made this area safe, not only the members but also the non-paying residents who have been enjoying this service free of charge (FOC) so far.

We, the committee, are sad to announce that we will have to terminate the services of the guards. However we will do our best to maintain the guards at least until after Hari Raya Puasa holidays so that our Muslim friends can have a peaceful “balik kampong”.

Reasons for the termination of Guarded Scheme:

1. We noticed that the number of contributors for the scheme have dropped and some members have not made their payment despite the Street Representative visiting them on many occasions and also making telephone calls. Members/Residents must take the initiative to approach their Street Representative and make payments promptly. Without sufficient funds we cannot pay for the Guards services.

2. The Security Guards Company has given us notice that they want to increase the monthly charges. They have indicated an increase of approximately 18%.

The Committee Members have spoken to the Company to reconsider the increase in the charges however our major concern is the dropping numbers of contributors. Pertaining to this we would like to hold a meeting with all members and residents.

Rules on gated schemes will be imposed with immediate effect

PUTRAJAYA: Gated and guarded neighbourhood schemes will have to follow new guidelines, said Tan Sri Muhyiddin Yassin.

The Deputy Prime Minister said the guidelines - which were approved and endorsed by the National Council for Local Government - would be imposed with immediate effect on new applications.

Existing gated communities and guarded neighbourhood schemes are exempted.

He said the guidelines include specific height for fences and ensuring a permanent guardhouse with security personnel manning the area around the clock for the establishment of a gated community.

Guarded neighbourhoods must ensure the boom gate and guard posts are temporary structures which can be removed if local authorities found them unsuitable.

“The guidelines however, do not involve pricing as it is for the concerned parties to decide,” he told reporters after chairing the meeting.

Also present was Housing and Local Government Minister Datuk Chor Chee Heung.

The Deputy Prime Minister added that a by-law would later be formulated to allow local authorities to take action against those who fail to abide by the guidelines.

Gated communities and guarded neighbourhoods have sprung up in recent years as residents sought to protect themselves and their properties by employing private security firms.

Muhyiddin said residents of guarded neighbourhoods have no right to prevent others from going to schools or playgrounds, for instance, through their areas.

MPSJ Rescue Squad 24-7

For the fourth year, the Subang Jaya Municipal Council (MPSJ) is having its Natural Disaster Operations Room on stand-by during the Aidilfitri festive season.

Our 30-man rescue squad, consisting of employees from various departments, will respond to the distress call from the public in case of emergency.

The squad, which is trained in rescue skills, is divided into three teams and will be on duty round the clock from Sept 8 to 19.

Three members from each of our 22 departments will be on stand-by, too, in 12-hour shifts. They will join the rescue squad if anything happens during their shifts.

In the past, we had taken swift action during the holiday seasons when flood, fire and thunderstorm occurred, and this year we are not letting our guard down.

The public can call our 24-hour hotline at 03-5637 6545 for rescue assistance. Our squad members will be alerted immediately and they will report to the operations room as soon as possible.

Once they are back, they will gather the necessary equipment, such as walkie-talkie sets and boats, before setting off to the affected site.

Meanwhile, the hotline unit will contact the relevant departments, such as Fire and Rescue Department (Bomba), police, Social Welfare Department, Civil Defence Force (JPA 3), Rela and ambulance, for further assistance.

Besides providing food aid, we will evacuate the victims if necessary.

We have identified several locations to relocate the victims, including the Enggang Apartments in Bandar Kinrara 6, Kampung Tengah Community Hall, Taman Sri Puchong Community Hall, Kinrara Section 1 Multipurpose Hall, Taman Mawar Community Hall in Puchong, Sri Kayan Apartments and Taman Intan Community Hall in Batu 3, Shah Alam, 3K Complex in Seri Kembangan and the MPSJ Indoor Stadium in Serdang Jaya.

The squad is required to keep the command post in the operations room informed half-hourly or hourly, and they will in turn relay the information to me or deputy MPSJ president.

I see strong commitment in MPSJ employees, who do not hesitate to serve even during the festive season.

RESIDENTS associations are setting up gated and guarded communities and the Fire and Rescue Services Department has no problems with it as long as they are not a hindrance in the event of an emergency.

There are no ministry guidelines on such schemes and the rules and regulations differ from one local government to another.

However last month, a set of guidelines were drafted to plan, control and monitor the development of gated and guarded communities by the Housing and Local Government Ministry.

The guidelines were drawn by the Urban and Rural Planning Department and the Cabinet is considering enforcing the guidelines throughout Peninsular Malaysia. The draft would include detailed aspects of planning and monitoring of gated community schemes in line with the Strata Titles Act 1985 (Amendment 2006) as well as for “guarded neighbourhoods”.

In the meantime, the government will not stop anyone from creating a gated community with guards but once the draft is in place, such schemes would have to follow conditions and regulations stipulated by the ministry.

Fire and Rescue Department Malaysia (Inspectorate Unit, Corporate Management and PR Division Senior) Superintendent II, Gan Hock Seong said the department had no objections but it would help if the residents associations discussed plans with the department before setting up such schemes.

He said now the discussion was with the developers but there were certain problems in gated communities that could hinder the department from carrying out their jobs in the event of a fire.

Gan said for example, the erection of boom gates and horizontal bars might cause a problem if they were not built to specifications as the recommended height is 16ft to allow their biggest vehicle to pass through.

“In such instances we can use our hydraulic tools to remove them but we could have responded faster if there were no such hindrances,’’ he added.

Gan said gated and guarded communities were something new and although there were no guidelines set by the Fire and Rescue Department, the residents associations could work with them to follow simple guidelines for a win-win situation.

In Selangor, for instance, 85% of the residents must agree for a guarded neighbourhood whereas a gated community needs 100%.

“This would help the department to reduce the loss of response time as obstacles and other hindrances could cause big losses in the event of a major fire,’’ said Gan.

He said although the department was equipped with the tools to remove obstacles such as boom gates, in most cases narrow access roads and security booths in old developments, which were not built to specifications, obstructed vehicle movement.

“In the event of a fire at high-rise buildings, the department would use the sky-lift and it would pose problems if the access roads are not wide enough,’’ said Gan.

Such schemes, he said, should not hinder vehicles from entering the area by putting up barricades and obstructions that were critical to response time.

Gan said under such circumstances, the department could issue the fire-hazard abatement notice under Section 8 of the Fire and Rescue Act to absolve them of any damages caused by the delay.

He said new developments were required to be designed with the minimum hazard or risks and this was provided for under the Uniform Building By-laws.

Streaming Guidelines on GnG

The Federal Territories Gerakan is pledging support for the Cabinet’s recent approval of a working paper to streamline guidelines for gated and guarded communities.

Its anti-crime and public safety bureau chief, Lim Teck Ang, said they supported the policy because gated communities had helped to lower the crime rate in residential areas like Taman Segar, Taman Megah and Taman Bukit Maluri Kepong.

Housing and Local Government Minister Datuk Chor Chee Heung announced several days ago that the guidelines would only be implemented after they were considered by the National Council for Local Government, in a meeting to be chaired by the Deputy Prime Minister on Aug 26.

Lim said Federal Territories Gerakan had also drafted a paper last year listing various crime prevention measures to be included for a gated community, based on feedback received from different residents associations.

“In 2008, we received complaints from a few residents associations that the Kuala Lumpur City Hall (DBKL) went to demolish their guardhouses.

“Since then, Gerakan president Tan Sri Dr Koh Tsu Koon has been concerned and even met the previous Kuala Lumpur mayor to stop further demolition of the structures.

“The then mayor agreed that no more guardhouses will be demolished until the government comes up with guidelines,” Lim said during a press conference.

Federal Territories Gerakan youth chief Lau Hoi Keong hoped that once the guidelines were implemented, the DBKL could relax the ruling a little for existing guardhouses, like the design aspect.

“New developments will have to abide by the guidelines, but for existing gated and guarded communities, we urge the DBKL to be more lenient in their enforcement,” said Lau.

He said the guidelines must also take into consideration residents without car stickers who do not subscribe to the gated and guarded scheme.

“There were times when non-subscribing residents faced difficulty entering into their own housing estate because the guards either did not let them through without the stickers, or wanted their identification,” he added.

They also proposed for a yearly allocation to be channelled to local councils so that the respective RAs could upgrade their security facilities and features, adding that the budget would require the coordination between the Home Ministry, Housing and Local Government Ministry and the Federal Territorries and Urban Wellbeing Ministry.

Lim said FT Gerakan would be setting up 10 service teams to provide help and advice to the RAs on problems faced with regard to the forming of gated and guarded communities.

“We will continue to study the guidelines once they are implemented with a possible briefing to be conducted for all Kuala Lumpur RAs,” he said.

Lau said with the guidelines drawn up, security and crime prevention, however, should not be passed on to the residents. The police, he said, would still need to patrol these areas.

He hoped the guidelines would require only 70% of consent from residents in the area for the scheme to be implemented.

He said this was because there were bound to be about 20% of residents in a particular area who were unwilling to pay the subscription fees.

He added that the current 85% consent set by the Selangor government was high and many RAs had difficulty starting the scheme.

“The guidelines have to also address the legal aspect of public roads that are blocked by boom gates and fencing.”

The FT Gerakan human resources and training bureau head Ong Siang Liang said even where there was 100% consent by residents for the area to be gated, it could be implemented only with the condition that there were no public amenities like schools, mosques or fire brigade in the neighbourhood.

The FT Gerakan also proposed for several measures to complement the gated and guarded scheme.

“The local authority should put up CCTV cameras, ensure that streetlights are bright and working, and trim trees to prevent blind spots,” Ong said.

THE Royal Malaysian Police plans to go on a nationwide drive to encourage house owners to sign up for police visits to their empty homes during festive seasons.

Inspector General of Police Tan Sri Musa Hassan said the ongoing Balik Kampung program which has proven to be effective in bringing crime down during Chinese New Year, Hari Raya and Christmas would be emulated across the country.

"Yes. We want to extend this service to all States. This will bring the community and police together especially during the festive season."

"Please participate in this programme. We can watch over your house while you are away for your holidays," he said to reporters after giving out awards to outstanding police personnel recently at the USJ8 Police Station.

Musa said all information contained in the police "Balik Kampung" forms would be treated with the highest confidentiality.

Under the programme, residents going away for the holidays can sign up at the nearest police station to have the cops visit their vacant homes regularly. This programme increases police presence in the immediate area and has proven to successfully bring crime rates down.

KUALA LUMPUR: The Cabinet has approved a proposal to streamline guidelines for gated communities and guarded neighbourhoods that have become increasingly popular among the security conscious.

Housing and Local Government Minister Datuk Chor Chee Heung said, however, that the guidelines would only be implemented after they had been considered by the National Council for Local Government (MNKT).

He said Deputy Prime Minister Tan Sri Muhyiddin Yassin was scheduled to chair a meeting of the council on Aug 26 that would be attended also by the mentris besar and chief ministers.

"The Cabinet recently approved the guidelines prepared by my ministry. But we need to bring them to the MNKT. Once the MNKT approves it, I will reveal the details," he told Bernama in an interview.

Gated communities and guarded neighbourhoods have sprung up in recent years as residents, especially in the urban areas, launched their own initiatives to protect themselves and their properties by employing private security firms to guard their housing estates. However, criticism has been levelled at these firms as they often install security booths at strategic entrances and exits of the housing estates, with some even having booms that prevent easy access and exit.

Chor said there were about 480 such guarded neighbourhoods in Selangor alone, and added that not all of the residents agreed with the move to establish a gated community while some had even refused to pay the monthly subscription fee for the service.

He said that currently there were no standard guidelines for gated communities and guarded neighbourhoods, but some states had come out with their own guidelines.

In Selangor, the local authorities have allowed a guarded community to be implemented if 85% of the population in an area agrees to it.

"The local authorities allow guardhouses to be built as long as the application is made through the residents associations, with the consent of at least 85% of the residents," Chor said. The residents associations must also agree that the guardhouse did not put up a barrier and its location posed no obstruction to traffic, meaning it must only be sited on the road shoulder, he said.

This was to avoid complications with existing laws as once the infrastructure was handed over to the local council, the roads, drains, parks and playgrounds should be open to the public unless it was a private property, he added.

"We hope that the ministry's proposed guidelines can be accepted by the various states so that they can be streamlined.

"For gated communities, it is not much of an issue as they already have a legal management body set up under the strata title and most of the apartments and condominiums fall under this category," said Chor. -Bernama

RESIDENTS going away for the Hari Raya holidays can sign up early with the police to arrange for regular police visits to their homes during the coming festive break.

It's a simple task to have the men in blue visit homes left vacant during the festive holiday.

All residents have to do is fill up the Balik Kampung forms (which are also available at all the police stations) providing details of their trip away and when they will be back.

Once completed, just drop it off at the police station nearest to home.

During the time a house owner is away, police personnel will make regular visits to the house and dropping a visitation slip in the letterbox.

SS17 Subang Jaya head of station Chief Inspector Sulaiman Baputty said residents are advised to take advantage of this service by the police.

"This service is free. All you have to do is fill up the form and drop it off at the police station nearest to your home."

"All information provided is confidential," he said after distributing forms to residents who were busy shopping for their food to break fast.

Statistics over the past few years have shown a significant success in keeping crime rates down during the festive season with this Balik Kampung program led by the police.

"Residents should take advantage of this extra measure to keep their homes safe while they are away," MPSJ councilor Dr KM Loi said.

A little boy fights for his life

How often do we see a child/ children playing just outside his/her house in our neighbourhood without supervision and without a care in the world? Yes, traffic is now minimised because of our Gated and Guarded scheme....

BUT it doesn't mean that parents should let their guard down with regards to their children's safety!!!!

SUBANG JAYA: A little boy is fighting for his life after suffering serious head and body injuries in an accident involving a speeding van outside his home in Saujana Puchong, near here, on Saturday night.

Danial Gabrial Abdullah, who will turn five in December, is believed to have been flung more than 10m due to the impact.

Worse still, the van allegedly rolled over his leg as the child laid motionless

Doctors at the Serdang Hospital later told his mother Nor Saliha Mining, 25, that Danial suffered a cracked skull, internal brain haemorrhage and a broken ankle.

Part of his scalp was scraped off and his left ear was torn off. He has been warded at the hospital’s intensive care unit.

Nor Saliha lodged a police report at the Bukit Puchong police station where she learnt that the driver had also lodged a report at the station.

Her husband technician Mohd Brian Gabrial, 34, who was at work at the time of the incident, rushed home when he heard about it.

“When I arrived, my wife had accompanied Daniel to the hospital. I was shaking on seeing the pool of blood on the road,” he said.

Recalling the horrifying incident, Nor Saliha said it happened at around 9pm. She had told Danial not to go out of the house while she looked for the cable to a laptop for him to play with.

“Despite my warning, he went out.

“Then, he opened the gate and stepped out to the road,” she sobbed, alleging that the speeding vehicle, with the words Polis Bantuan on its sides, slammed into her child.

She claimed that the van did not stop and as it continued to drive away, it also rolled over Gabrial’s leg.

The child’s screams drew the attention of the neighbours. Nor Saliha said she shouted at the driver who briefly stopped and stepped out of the vehicle.

The driver, however, did not stop to look at the boy. He got back into the van and drove off.

Nor Saliha said that the driver returned about five minutes later, accompanied by another person.

She said: “The driver’s friend took a look at my son but as he too tried to move away, my neighbours stopped him. The van driver sped off.”

The housewife and mother of two other children – a two-year-old boy and a 10-month-old girl – said her neighbours helped to rush Danial to hospital.
